A Study About The System Of Encouragement And Assist On Partial Rural Families Which Have Complied With The Policy Of Family Planning

The system of encouragement and assist on partial rural families which have complied with the policy of family planning, started to try out at the beginning of the year 2004, enlarged the areas further in 2005, and put into practice comprehensively this year. The system combines rural social security with population control closely, does good to the stabilization of rural families which have only one child or two daughters. It's the great change of people control way in China. However, what about the practice state in the past two years? Henceforth, how to carry out the system further? On the base of investigation, this paper analyzes the main achievements and difficulties and problems during the practice of the system, and calculates the long-term pressure of funds. Afterwards, this paper suggests some measures to implement the system better.This paper includes five chapters:1. Introduction, which consists of the background of the research, the definition of the research object, relevant theories and experience, the main content and methods of the research.2. Background analysis of the system of encouragement and assist. It includes the economic and social background, the social security background, and the population and family planning background.3. Research of the main achievements and difficulties and problems during the practice of the system. On the base of direct and indirect investigation, the paper analyses the main achievements from the aspects of population and family planning, problem of agriculture, countryside and farmers, relation between party member and demos or between cadre and demos. Meanwhile, the paper analyzes the difficulties and problems during the practice of the system from the aspects of qualification confirmation, standard demarcation, allocation of funds, propaganda, building of information system, and coordination between the system and other correlative policies.4.
