On The Present Situation And Development Strategy Of Physical Education In Sichuan's Rural Schools

The rural area is the main field of the national education and the implement of the strategic conceiving of rejuvenating the nation through science and technology. The physical education (PE) in rural schools is a main component of the rural education as well as of the school education. It is out of question that enhancing the PE in rural schools is of crucial importance to the realization of the development of our national education, which is put forward by the "Reformation and Development Program of Education in China". The popularization of PE in rural schools will contribute to the improvement of the health of the students, thus promoting the all-round development of morality, intelligence, and physiques; it will also contribute to the generalization of physical culture and civilized living method in rural areas, making it an effective method of promoting the spiritual civilization construction in rural areas; it will also contribute to the discovery and cultivation of the reserve talents of the competitive sports. On the situation of enhancing the socialist spiritual construction, the governments of various levels include the PE in rural schools into the range of comprehensive reformation of the rural education, and various on-the-sport meetings and experience exchanging meetings about the PE works in the rural areas are held in many provinces, cities, and municipalities, thus enhancing the importance of the PE works in the rural areas. The domestic scholars also reinforce the research of the PE in the rural schools all over the country, and propose many good suggestions aiming at the construction in the respect of human resource, finance and materials, and all this laying solid foundation to the further improvement of the PE works in the rural schools. This is very important to enhance and improve the achievements we have gained those years in the reformation of school PE, and to implement thoroughly the "the Principles of School PE Work" and the "Principles of the Health of School PE Work". The government of different levels and the educational departments in Sichuan province should make clear the current situation, utilize the opportunity of the grand development of western regions, and implement the works positively according to various rules of the education and school PE, as well as combine the implement of the teaching programs of the "PE and Health" together with the comprehensive reformation of the rural education to promote the PE works in the rural schools.The Sichuan province is an agricultural province with large farming population, and the economy is inferior to the eastern regions. Ever since the grand development of the western regions, the nation favors the western regions in policies, and supports the economic development of the western regions, but in general, the PE of rural schools develops very slowly. On the basis of the research and analyses to the current situation of PE in 150 rural schools in Sichuan province, this paper puts forward the method to achieve the strategic goal at the beginning of 21st century of the development of PE in rural areas of our province, providing reference for the departments of education or PE.According to the results of the research, the PE of rural schools in Sichuan province is not in an encouraging situation; the implement of the PE is worrisome; the human resource of teachers is not in a good condition; there is a sharp conflict between the current condition of the rural schools and the need of the students; there is a lack of PE facilities, sports places, and sports finance; there are not enough spare-time physical activities; the health care and the health test of the students have not reach the standard level; the school leaders don't pay enough attention to the physical management. According to the current situation, the basic methods to achieve the development goal of the PE in rural areas of our province are put forward: firstly, the reformation of PE must be strengthened, and the "Health First" principle of the new standard of the syllabus must get implemented. Exploit the teaching resource of the PE in rural areas, write the textbooks suitable to the local situation, and carry -out the quality education; secondly, better the management system, change the conventional thinking method towards PE, make the blueprint of the PE, and forms the physical management system of the rural schools, that is, the officials of the government are appointed to the schools to carry out their work there; thirdly, reform the teaching evaluation of the PE, and establish the right evaluation system to the teachers, thus better the evaluation system of the PE subject in the new situation; fourthly, enhance the cultivation of the teachers in rural schools and stable the PE teacher resource in rural schools to meet the need of the new standard for PE; fifthly, realize the importance of the school PE, make the students to take part in the sports activities, thus to actually improve the health of the students; sixthly, increase the sports finance, better steadily the sports ground, facilities and the basic health conditions, and utilize effectively the physical resource of the rural schools.
