China 's western development policy and basic education curriculum reform bring a golden opportunity for the development of physical educational in the western region. Many experts and teachers explore the issue of physical education from different angles. They mainly focus on the education in primary and secondary schools in rural and minority areas rather than in urban areas. Although there are more physical education teachers, clearer work regulation and better sports facilities in cities, problems still exist. In recent twenty years, the youths in China , especially those in cities, are not as healthy as before. The rate of defective vision and overweight among them is in upward trend, and their breathing capacity is lowered, etc. Many reasons account for the phenomena and this paper tries to explore the reason from the aspect of physical education in school. In order to identify the differences between students'expectations physical education and the current condition of physical education, and the existing problems in physical education, an investigated has been conducted to check the situation of the primary and secondary school physical education in Mianyang City in Sichuan Province from the following four aspects: physical education, extra-curricular sports activities, the teachers, sports venues and students'understanding of physical education. The investigation reflects the following situation. Firstly, although there are physical education lessons in all schools and students like the lessons, there are still some students who don't'like because the content of the lessons cannot satisfy their exercise needs. The extracurricular sports activities lessons are usually replaced by culture lessons, so the requirement of one-hour-per-day physical exercises can not be met. The pursuit of college admission rate causes heavy learning burden for students and leaves them fewer leisure time for sports exercise. Secondly, the quality of the physical teachers should be improved. The teachers haven't implemented advanced educational theories and use the outdated teaching methods in the teaching process. Thirdly, the lack of students'sports injury accident liability and the absence of social security system in physical education make some teachers and the schools dare not to develop various sports activities in the school. Fourthly, the athletic grounds are not enough. This paper propses some suggestions to solve these problems above.
