International competence is the vying of synthetic power, scientific technology, the competence for talent in the Final analysis. So developing high-degree education, rapidly fostering original talent, promoting economical society harmony development, has become the commanding elevation of worldwide economical development strategy. Civilian-run university as the important part of training our high-degree talent, comes into being its own characteristics, elevate university competence, directly relates to existence of civilian-run university and strategy of continuous development, during the intense compentence of education market.The thesis analyse the current university situation,by comparsion with international university, relying on competence theory, high-degree education relevant theory. We put forward the barrier and challenge fo our civilian-run university development, and build our civilain-run university competence system, by analysing the current high-degree education development situation of United States, Germany, United Kingdom, the target location research and university competence characteristics of our cilivan-run university.It includes civilian-run university core competence system, basic competenc system and surroundings system. It also alanyse the theory of each other function relating to each model of civilian-run university competence level appraisal, making theory and experience closedly connected. The countermeasur of promoting civilian-run university competence is put forward, depending on the view of development strategy. Its researching achievemnt provides scientific method and new thinking of fostering our civilian-run university competence.
