The prosperity of a university is often inseparable from the leadership of an outstanding principal.As a part of the top elite of the social elite,the university president is not only the leader of the school,but also the spiritual representative of a university,which is the key to the successful management of the university.This study starts from the question of the role of the president of the university.It points out that there are four kinds of presidential role deviations: the “official” principals who are blindly obeying the government,busy with the “singular” university affairs management and pursuing the promotion of individual positions;“dual-shoulders” principals who want to govern the universities and pursue the individual academic simultaneously;“discipline” principals who is pursuing personal academic achievement and development.When the principal takes office,he develops his own discipline,neglects the university's dominant discipline tradition,and a disengaged discipline becomes a "semi-down" project."CEO" principals who are excessively pursuing personal management performance,and ignore the university's educational nature,developing a person.Based on the four role deviations mentioned above,the study proposes that the professional competence of university presidents should be promoted.The position of the principal should be changed from an official position obeying the government to an education professional position facing social self-management and self-development.The role of the principal should be an education expert and even an educator.It should be based on professional ethics priority,unique educational concept,personality demonstration meaning,and educational expertise.And the five aspects of the ability to manage the school to construct the competency dimension of the education professional position.Promote the principal's role from officials,scholars,and entrepreneurs to an educator who possesses professionalism and ethics,has educational ideas and ambitions,loves education,and is fully committed.At the same time,it is also necessary to create a university autonomy mechanism that promotes university self-sponsorship and self-management,provides the principals who would like to do things,can do things and do things well,and should create a guarantee system for the selection,training,evaluation,compensation,and withdrawal of principals.The generation of educators who meet the needs of the university education organization and are based on education.The "inner" element of the professionalization of university presidents is to first promote the position of principal to become a professional position,and the president of the university becomes a professional principal.In this study,the literature analysis method and content analysis method are used to obtain the principal competency index elements,and the preliminary construction of the university president's competency model is carried out.Secondly,the Delphi method is applied intensively,and 22 consulting experts are selected in strict accordance with the principle requirements.The round-the-clock back-to-back consultation,expert opinions gradually became consistent in the process of continuous feedback,revision,and improvement.Finally,the model of the university president's professional competency was established and constructed.The model consists of the indicator system,which includes five dimensions: education ethics,personal traits,educational thoughts,knowledge literacy,school management ability,14 secondary indicators and 50 third-level indicators,and elaborates and explains the indicators..In order to verify the effectiveness of the competency model,based on the interpretation of the indicators,the research compiled the questionnaire of the university principal's professional competency,and analyzed the factor analysis and reliability and validity of the collected questionnaires.The data showed well reliability and validity.The data validates the validity of the model.At the end of the study,a descriptive analysis was carried out in conjunction with the investigation of the factors influencing the competence of university presidents.At the same time,the corresponding recommendations were also made.
