In the end of the 1980s, private education began to revive rapidly along with the reforming and opening policy in China. "People's Republic of China's Private Education Promotion Law" was passed in the 31st meeting of the NPC standing committee in Dec.28, 2002, and was taken into action on Sep 1st, 2003, which encourages and regulates the development of Private Education. However, as the implementation of "Private Education Promotion Law", the development of Private Education seems to be stagnated, and the development of "Private Education" becomes a major issue of government, private educators and researchers now.Taking ten private primary and secondary schools as research sample in Linyi City, Shandong province, where private education was developed typically, the article analyzes the present situation of the private education. The article summarizes the main reasons for stagnation of private primary and secondary schools and offered some advice about the development of private education for the government.The article includes five parts. The First part raises questions and summarizes the relevant research. The Second part introduces the process of private education's development and summarizes the main problems at the present situation. The third part, summarizes the present stagnant status of Linyi private education and gives some explanation in the way of economy,politics,law and education itself. The fourth part proves the necessary of private education and emphasizes the importance and influence of private education again. The fifth part gives some policy advice from government's point about the development of private education.
