At the end of 20th century, the number of old people above 60 years old in China represented over 10% of the whole population. According to internationally-accepted standard, China's population structure has begun entering into aging phase. After entering into new century, the speed of China's population aging is accelerating. At the end of 2005, the number of people above 60 years old was close to 1440 million, the proportion of which reached 11% of the whole population. As the largest developing country in the world, the biggest problem facing China is how to ensure old people's legitimate rights and interests to promote the development of aging undertaking under the conditions of the increasing of population base, the acceleration of aging population and its unbalanced development.Japan, as the antecessor of population aging in the world, has paid great efforts in dealing with the effect brought by population aging, accumulated a lot of experiences and achieved good results. At present, the ratio of population aging is close to 20%, which is to say that there is one old people in five. In accordance to this tendency, Japan's population structure will be further aging. It is estimated that by 2020, there will be about one old people in four; by 2040, there will be about one in three; by 2050, the whole population of Japan will decrease from 130 million at present to 100 million, in which the working population will decrease from 79 million to 49 million.In the early 1950s, Japan had established social security system, which is kept being reformed and improved. Furthermore, legislative way was adopted in order to guarantee the smooth implementation of social security system. It can be said that now Japan has formed the rather perfect and mature social security system. However, with the deterioration of Japan's economy and sharpening of population aging, Japan's social security system is still a headache for the decision makers. Japan's economy cannot support the enormous expenditure of social security and medical system. Japan's government is still seeking efforts for the effect brought by population aging.China has also been facing the problem of population aging, which bears the features of fast speed, large population, aging without becoming rich, etc. what's more, there have many imperfect things existed in China's social security system itself. Therefore, population aging will also bring great effect to China's social security system. Japan, as a neighboring country of China, has many similar things to that of China. Both two countries are large in population and they have many similar features in the aspect of traditional culture. Compared with China, Japan entered into population aging in a much earlier time and has established rather perfect social security system through continuous reform. Therefore, there are many things we can learn from Japan.This thesis, starting from the China's actual conditions, propose suggestions for China's social security system by comparing both China's and Japan's social security system and assimilating the successful experiences from Japan in this aspect. It is expected that this thesis will be instructive for China to cope with its population aging so as to do its little bit to the construction of harmonious society.
