A Study On Population Aging And System Of Social Security Of South Korea

With the change of age structure, there is trend of global aging. Although population aging is different in developing countries and developed countries, it is an inevitable trend of population aging of all over the world. In the 21st century, all over the world has to face population aging. The problem of population aging is a new problem which could restrict the development of economy and society.All the countries and UN has kept watching the problem of population aging. In 1982, the UN had the first conference of the old of the world. And it brought forward"the problem of population aging of all over the world held in Vienna", in which pointed the challenge and chance brought by the increasing of the old. South Korea is a country which has finished population changing in a short period. The birth rate and population increasing rate is reaching lowly and has to face the problem of population aging. During the period of birth rate descending, the policy of population controlling in 1960th is very important. In that period the total birth rate has pointed the level of 6.00, and then it has descended persistently, and it became lower than the level of subrogation in 1980th, and it reached 1.19 in 2003. The rate of people of over 65-year has reached 7.2% in 2000, and it manifests South Korea has entered the society of population aging. The level of population aging in South Korea is not high now, but with the development of trend, the speed of population aging would advance in the future. The rate of people of over 65-year could reach 19.1% in 2025, and get to 34.4% in 2050. The trend of population aging makes a great impact of the economy, labor force and social insurance, so to make good social insurance for the old is necessary.The whole thesis is totally divided into five parts:The first part is mainly about the concept of some words. There are the old, and population aging, and total birth rate, and social insurance of the old. Then it talks about the method and structure of the thesis.The second part makes an analysis of the current state and trend of population aging in South Korea. The rate of people of over 65-year could reach 2.9% in 1960, and 6.3% in 1997, and 7.2% in 2000. South Korea has finished the fast descending of birth rate in a short period time, so it would bring lots of old people. The rate of people of over 65-year could reach 34.40% in 2050, and that would take 1/3 of all the people in South Korea. With the fast speed of population aging and satisfying the old, it is necessary to make good policy of social insurance and medical insurance for the old.The third part is the current state of social insurance in South Korea. The producing of social insurance is taking with modernization to make good developing of social stability and economy. Recently the developing of population aging brings new challenge, the content of social insurance system includes social helping, and social insurance, and social welfare etc. Currently, South Korea government mainly uses social insurance and medical insurance and house insurance to advance the career of social insurance of old people. So these are the main contents for the old in South Korea.The forth part is the research on social insurance of old people in South Korea. The social insurance system has been taken by law, and it is a necessary way to solve aging problem, undoubtedly it is a responsibility for the country. Comparing with some developed countries, there are some problems in South Korea, such as the lack of salary for the old, and the medical problem, and the house problem, also some daily-life sports.The fifth part is the guiding of social insurance in South Korea. Firstly we make the important factors impacting the social insurance system. Secondly we analyze the basic direction of social insurance of old people. Lastly we give some countermeasures of social insurance system in South Korea.The increasing amount of the old people and solving the problems of the old people are very important problems. So how to guarantee old people basic rights, and honoring their living rights, and solving their problems of poverty and so on are necessary to do now. It must has been taken responsibility with the country and society to solve old people needs of material and sprit.
