This paper is a research report on NAPFIT, based on the case ofMinhang and Xuhui District in Shanghai, analyzing current situation andexisting study.the writer tries to suggest a policy for Shanghai up to ourwhole nation to better solve the problems of NAPFIT.PFIT is a phenomenon peculiar to our present transition society.itsnegative effects can't be underestimated, after a careful investigation, thewriter finds there exists the following issues.1: Because of the lack of management, the good and the bad areintermingled in the teaching results, which is bad for students.2: Education professional binding force is of no use, making the worseprofession reputation, which does harm to teachers.3: Because the administrative plan made by education departmentcouldn't be properly operated, there are no effect in APFIT, whichdoes damage to schools.NAPFIT is a topic of general interest in educational circles up to thewhole society. How to solve the problem is also a question which are exploredby all levels of educational administration department, schools andpersonages of various circles. Today party discipline, policy and educationalregulations are widely used in the AFTIT, this has become a common practice,It is aiming at "prohibition" not "management", although there are some areas(e.g. Nanjing) have put forward to lift the ban on the basis of some conditions.Because the administrative plan made by education department couldn't be properly operated, the above-mentioned plans failed to achieve its hope-forresults.Because of all these factors, the writer suggests a three-stagedadministrative system be formed, made up of government (educationaldepartment ED), educational professional association(EPA) and schools. Theidea is based on a series of teaching theories and ripe experience of otherprofessions.In this system, ED establish an administrative central(AC),which isresponsible for the attesting of FTIT' credentials, the handing out of FTIT'credentials and their post-tax income. An EPA is set up, made up of themembers of FTIT, which is of semi-government. Its running fund is providedby FTIT.EPA must accept supervision by the members. The heads of SPA isselected by members of FTIT. So he can work well for the benefits of themembers. ED and EPA are cooperative partners. They draw up theirprofessional rules together. EPA will take active act to win policy support fromED. Schools will provide teachers' behavior and achievement report to ED andEPA. According to the professional requirements.This paper holds a belief that highly efficient administrative system forFTIT will help to avoid its negative effects and keep it in order.
