The author via from talking to ten community service centers practitioners in detail—which called in-depth interviews, and participant observation as well as field research literature, to obtain the first-hand information. The child is father of the man. Taking community service centers in Shen Zhen as an example, on the basis of the analysis of the social work paid service, then the author explore the dilemmas and solutions within the development process of social work paid services in mainland China. The research aims to develop and expand more social work service projects to stimulate and satisfy the public demand for diverse and multi-level, enhance the self-operation function of community service centers as well as their main operating body, achieve sustained growth by their owns and enhance the public’s "well-being".Three major dilemmas appearing in the development process of social work paid services are:the First, cognitive difficulties, including residents lack of effective understanding of community service centers, social work as well as its services, social work industry concerning about the paid services probably affect the of the residents and the misunderstanding of "public services are not charge at all"; Second, identity dilemmas, containing the clients question the public welfare and the non-profit nature of social work services and lack of policies make the social workers not dare to carry out paid services; Third, practice difficulties, mainly referring to be hard for the community service centers provide time and effective and sites using when carry out paid services, the application and approval process of paid services project approval may be uncertain as well.The three dilemmas which described above have also become the key point of the three research questions to be solved:First, since the self-location of social work services is the public nature of the institution, how it should be to deal with paid service and un-paid services? How to clarify the boundary between the two? Second, we can provide whom and what corresponding types and the extent of paid services? In other words, how to define the "scope" and the "standard" of social work paid services? Third, how should be the operation and management practices can make the clients and social work agencies achieve a win-win situation?Facing the three dilemmas and issues raised by the development of social work paid services, the author believe that we can begin to deal with from the following levels. First, try to enhance public understanding and participation in social services, which mainly concludes the following three aspects by vigorously improving the service quality, trying to expand the scope of public participation and enhance the self-awareness of the community residents. The second is to clarify the relationship between free services and paid services. Try to guide the public to establish a correct concept of public service, and adhere to the principle of non-profit to the paid services and the prohibition of distribution at the same time. The third is to reasonably define the "community" and "degree" of paid services, which means to reasonably define the scope and standards of social work service charges and pay fees. The fourth is to develop and standardize the paid services related to systems, which mainly concludes the following three aspects by clearing the application and approval process of paid service, defining the scope and standard fees of paid services, being open and transparent financial and accepting public supervision.
