Community education is the important base of both the construction of life-long educational system and learning-type society. In China, the community education started from the middle of the 1980s, a new pattern of the integration of society and education came out under the background of political, economic and cultural reform.The development of the community education in China during last 20 years indicates the growth of the community education in an area is directly restricted and affected by the reasonable utilization and proper management of educational funds. Therefore, how to improve the use efficiency of the limited educational funds for community education currently remains a subject of great significance.Based on the five fundamental principles of the demand, justice, all-round development of human beings, public finances and fair products, this dissertation, technologically and systematically, points out the existing problems and difficulties and their causes after making quantitative and qualitative analysis of the input quantity, the channels of educational funds source, expenditure structure, the efficiency of the investment and the funding policy management in large cities in the case of eight typical central metropolis zones.Benefiting from the advanced experiences of community education in western countries, the paper puts forward four solutions: comprehensively realizing of the importance of funds management, creating a favorable funds guarantee and legal environment, speeding the perfection of the management institution, expanding financial channels.After studying the situation of community education in Xicheng District of Beijing, Hexi District of Tianjin, Sifang District of Qingdao, Xuanwu District of Nanjing, Zhabei District of Shanghai, Xiacheng District of Hangzhou, Siming District of Xiamen and Baoan District of ShenZheng, this dissertation makes a very significant research on the basic experiences of the educational investment and utilization in central metropolis communities, thus, it can serve as reference for the vigorous development of the community education all over China.
