| Central Committee of CPC and the State Council have always attached great importance to the development of the nine-year compulsory education in rural areas. However, there have always been problems such as the development of rural compulsory education lagging behind and the quality of education being not high, while that of the central and western rural compulsory education is obviously below the national average level. Two main issues which influence the development of compulsory education in rural areas in central and western are namely investment in compulsory education and the effectiveness of the use of these funds. Given today the State Council starts to deepen the reform of the mechanism to ensure funding for education and compulsory education has been carried out nationwide. This paper attempts to expound the following two aspects, first is to appeal to the central government to increase funding of the central and western rural areas by the illustration of the public welfare nature of the compulsory education and weak financial resources of local governments in western and central areas。The second is to explore the exploration for analysis of the reasons for the low effectiveness of funding expenditure. Finally, in response to these two issues, several countermeasures are put forward: the amount of rural compulsory education in central and western regions, increase the central government's financial input, the creation of compulsory education vouchers, amendments to the "Compulsory Education Law" and implementation of legal protection measures. We hope that these efforts will play a role in the healthy development of compulsory education in rural areas in central and western China. |
