The Non-Administrativelization Development Of Community Public Organizations In Metropolis Of China

Community Public Organizations are special NGOs, as autonomous organizations, they play unique functions in building harmonious society. Under the background of economic globalization, political democratization and urbanization of China, Non- Administrativelization Development becomes the necessary choice of Community Public Organizations. At the first beginning, this paper gives us brief introduction about the necessity of Non-Administrativelization Development, theoretical research in China and overseas as well as the main content and the structure of my research. Then it describes briefly the history and present state of Administrativelization Development in metropolises of China, and analyses root causes for Administrativelization from the point of theories of Market-directed Economy, Path Dependence, Rule of Law and Civil Society. These causes are the influences of economic system, Path Dependence in Community administrative system, community Value Deficiency and Rule of Law Indistinctness. On the basis of it, this paper raises the core strategic objective of Non-Administrativelization Development of Community Public Organizations: Community Autonomy. Meanwhile, it makes comparison among three Impetus-system of Government-dominance, Society-dominance and Cooperation-drive and then clarifies the Cooperation Impetus-system is the best choice. In more detailed description, from the point of organization design theory, this paper emphasizes the characteristics and requirement of Non-Administrativelization in the aspects of organizational structure, organizational personnel and organizational work methods. In accordance with characteristics of China socialism politics, this paper raises guarantees for community public organization Non-Administrativelization in the aspects of material premise for community public organiztions, Party-constructing, government municipal administrative systems at the level of communicty and community agency. At last, there is a casestudy on the Non-Administrativization reform of Huaihailu Community in Nanjing which shows the detail analysis according to the requirement of Non-Administrativeliztion Development.
