In 1872, modern China began to send students abroad. The Western powers blew open the door of China in 1940s. Facing "the situation and the enemy that had never been seen for thousands of years", the knowledgeable people of late Qing proposed to study the west to construct "the enterprise that had never been had". Thereupon, they sent the young boys to America. Hereafter, going abroad to study was just like radiant continuously.Shandong behaved mediocrity in studying in the U.S.A for the first time. After 1909, with the Indemnity Students studying in the U.S.A, Shandong became to form the steady trend of studying in the U.S.A and Europe. Shandong students studying in Japan began in 1901 when late Qing Dynasty started its New Deal. It ranked the second place in the Northern provinces in late Qing.Though the overseas students accounted for very small proportion among the talents, they had great attainments, acquired0 specialties. They accepted the new thought abroad, especially; they contacted and some of them took part in the Constitutionalism Movement and revolutionary activities. They not only brought new technologies but also the new thought and mode of thinking to China when they came back. It had great influences on politics, economic and social development of Shandong.This paper systematically introduces three aspects of foreign students: studying in America, studying in Europe and studying in Japan, comparing the general situation of different stages of the studying and the position in the whole country. It also explains the students' contributions and its historical significance. The article attempts to explore the historical lessons during the long-term development of Shandong overseas education, summarize the precious historical heritage in order to benefit the work today.
