As the development of our Chinese markets economy, markets have more and more effect on the higher vocational and technical education. The higher vocational and technical education is facing new opportunities and challenges. Though having more and more market demands, the size of the higher vocational and technical education has some shrinks in the under developed regions, because of less investment, poor school conditions, less experimental and practical session, and it affects the quality of students in certain extent.Under the new situation of the reform and opening, improving the market economy system and the reform of the education, it's worth studying how the higher vocational and technical education to seize opportunities, overcome difficulties, meet the challenges, and go to the sustainable development in underdeveloped regions. To this end, according to the relevant information and the current reality, this paper has a more in-depth analysis and argumentation to this problem. The full paper is divided into four parts.The first part is the theory analysis about developing the higher vocational and technical education in underdeveloped regions, and this part tells the relations among the content of higher vocational and technical education, features as well as regional economic development, and explains this view that the market rules and behavior should enter the practice of higher vocational and technical education.The second part explains the status of higher vocational and technical education in underdeveloped regions, and analyzes the factors which affect its' development. This part also tells that vocational education is a weak link and unbalanced development. Especially in underdeveloped regions, because of funding shortage in vocational colleges, schooling condition, training mechanism and the size, structure, quality of personnel training can not meet the needs of social development, which is mainly reflected in the enrollment, schooling and employment. From the inaccurate location, insufficient investment and unclosed integration of development, study, research, this part analyzes the reasons which affect the development of higher vocational and technical education in underdeveloped regions.The third part introduces the experience of developing the higher vocational education in domestic and international areas.The fourth part raises seven responses and proposals about the higher vocational and technical education in underdeveloped regions. First, update the educate idea, and correct positioning; Second, increasing financial inputs and strengthening infrastructure construction; Third, reforming the school system and actively attracting domestic and foreign capital enterprises; Fourth, strengthening the cooperation between colleges and enterprises and taking the road of development, study and research; Fifth, constantly deepening the connotation building to the people; sixth, actively exploring vary running school mode with the mainstay of higher vocational education; Seventh, combining vocational education with rural labor transfer.In short, this paper considers that the higher vocational and technical colleges in underdeveloped regions should regard the scientific concept of development and market demand as guides , seize opportunities, accurate positioning, emancipate the mind, create conditions and implement the combination of development, study and research. With the actual needs of the regional economy, strengthening the building of content, we should make it better adapt to the development of China's economic modernization development.The Possible Innovations of this paper is: first, analyzed the intension, characteristic, the development of road and restrict factors of the higher vocational and technical from the angle of public economics, public finance and development economics. Second, analyzed and proven the idea of the cooperation of development, study and research higher vocational institutions from the angle of market economics, and think it is the important development to cultivate technology-based , and application-oriented talents in underdeveloped regions.
