Study On The Collaborative Mechanism Between Government And Non-Governmental Orgnizations In China's Social Assistance

As an indispensable part of social security system, social assistance plays a vital role that aims to guarantee the right to life of those who live in poverty. Government and non-governmental organizations are two important social assistance-providers which own different resources, and the collaboration between them can provide better social assistance. Now there isn't a reasonable collaborative mechanism between government and non-governmental organizations, which is the most prominent problem in the field of China's social assistance. So we should establish a reasonable collaborative mechanism between them as soon as possible.Resources are the key elements of social assistance,based on the theory of resources exchange this paper analyzes these two assistance-providers'advantages and provide a theoretic foundation for the collaborative models. Now there are many problems about the collaboration between the two social assistance-providers in China, such as the low efficiency of social assistance, the disequilibrium of collaborative domain and the lack of collaborative means. All these problems are related to the situation of our country. According to the experience of developed countries such as England and America, the paper gets a conclusion that we should establish a government-dominated collaborative mechanism which has the character that the government and non-governmental organizations have the au pair rights and co- utilize the resources. Considering the fact that government and non-governmental organizations own different resources, we try to establish a reasonable collaborative mechanism between the two important social assistance-providers. The collaborative mechanism is composed of mechanism about fund, information and professional. This collaborative mechanism will promote China's social assistance enterprise development healthily.
