China’s reform and opening-up policies take economic construction as the central, and drive astonishing economic growth. However, the policies do not give sufficient attention to social construction resulting in many real social problems arising. To mitigate and solve the problems, the government implements institutional reforms that change the style to administrate and develop the society. The reforms aim to build "small government and grant society" and mutually beneficial relations among the nation, society and market. The reforms provide a broad space for harmonious development of society, market economy as well as non-governmental organizations (NGOS).HL community service center for the disabled in Qinghai province (Qinghai HL) was established for the demand of services in this situation. As a social force to help the disabled, Qinghai HL overcame many difficulties and self-limits to improve the quality of serves. In the last decade, Qinghai HL actively explored the path for its development and acquired many instructive experiences. NGOS in China emerged during the nation transforming from planned economy to market economy. Thus the major role of NGOS is filling the vacuum in social services left by the government. However, the development of NGOS encounters a big bottleneck due to the lack of history, supports from the society and public recognition and acceptance. To break the bottleneck, NGOS need supports from the government. Qinghai HL spent lot of efforts to shoot for the supports from the government and society for its development. The case of Qinghai HL also reflects the impact of governmental supports on the development of NGOS.Our studies introduced the found, development, service and social network of Qinghai HL. Based on social division of labor and domestic demand orientation, we analyzed the reason and necessity for the government to support Qinghai HL. We studied the efficiency of the governmental behavior in supporting NGOS, and looked for the existing problems. Our studies reveals that the significance of reasonable and scientific supports for the development of NGOS. We compared current approaches in supporting NGOS listing their advantages and defects. We hope that our studies would be constructive when the government is making decisions.
