On The Modes Of School Safety System

The Modes of School Safety System is a series of standard forms to regulate the school safety managers'behavior or a complexity of the standard modes of the school safety staff's behavior procedure and method, in order to control the loss of people and property in the school. When the school safety system is established, whether to choose the centralized mode, the decentralized or the mixed is a question for discussion. For some reasons, there're many problems in the school safety system and its establishment, and the primary problem is short of the instruction of scientific system modes.The structure of the school safety system modes is the foundation of the study on the modes. It is divided into formative and substantial structures, including basic definition, text structure, content structure and vertical and horizontal structures. The theoretical modality of the school safety system modes are decentralized, centralized and mixed modes. How to choose, when we confront three modes? Firstly, we should establish the principles of choosing the school safety system modes which are the scientific, the systematic, the practicable, the flexible and the purposive principles. Secondly, we should establish the basis includes the theoretical, the realistic, and the law and policy basis.The author thinks the centralized system modes can enhance the school safety management efficiency and the exactness of decision and it makes it possible that the school safety management can be planed, supervised and analyzed. It benefits forming the system of the school safety management. Compared with the other two modes, the centralized is better for the school safety management. Therefore the author recommends the centralized mode as the reference when establishing the school safety system. Whereas it doesn't mean there's no problem in the centralized mode. The problems are that it's short of concrete operability, influencing the execute of the system and the reality, but these can be improved by detailing the centralized modes, and then centralized mode can be the real system mode of the schools'scientific and effective safety management.
