Since two years after the implementation of safeguard mechanisms on it, compulsory education in rural areas had fully incorporated into the scope of financial protection. Meanwhile, many problems aroused. This study held the angle of extent on educational input effort and dissertated concerning government funding on provincial-level.The article firstly analyzed the change of governmental responsibility on provincial-level over the past years since 1985.The responsibility government held after the implementation of safeguard mechanisms in 2005 were primarily discussed and analyzed. Combined efforts of the past studies on educational funding extent, this study selected per capita GDP and provincial-level governmental funding distribute for compulsory education in rural areas as indicators. Cluster analysis method was used to analyze and distinguish the extent of efforts, specific allocations and levels were evaluated and graded. Descriptive analysis on the implementation of new funding mechanism was also clearly dissertated.In addition to the grading, "crowding-out effect" of the additional funding when new mechanism implementing ,as well as impacts to the provinces before the arrangements for the reform of rural compulsory education funding were analyzed as another focus. Western provinces data of 2006 was used to approximate estimate proportions of the budget funding for education and that of the new mechanisms in provincial-level government. The relation between additional burden of budget funding for education and new mechanisms funding was analyzed. Conclusion shown no "crowding-out effect." existed in the new government funding mechanism.
