In the globalization of economic activities and social activities of the information times, English has become a national competitive tool to participate in the international exchanges. The Ministry of Education in January, 2001 formally promulgated the"The Guidance of the Ministry of Education to Positively Set up the Primary-School English Curriculum", the document clearly states that the basic objectives of the promotion of primary-school English curriculum are:"In the beginning of the fall in 2001, the urban and rural primary schools gradually open English courses; in autumn of 2002, the primary schools in the township gradually start English courses. Primary schools open English courses in grade Three generally". Much attention of starting primary-school English is increasingly paid, which is of significance to promote the implementation of primary-school English courses.This paper starts from the status quo of implementation of primary-school English and then discusses existing problems and the gaps, and further analyzes the achievements and disadvantages. Measures are made to improve primary-school implementation in Jinan so as to well promote the English education in Jinan.This paper is divided into three parts: The first part is the investigation and study of the implementation of the primary-school English in urban and rural primary schools in Jinan, which includes the starting grades, time of every class and weekly classes; secondly the selection of textbooks is in the urban and rural primary-school English in Jinan; the survey of English teachers relates teachers qualification, age, years of being a teacher and gender; The different teaching strategies in urban and rural schools in Jinan start from the introduction, teaching and exposition and summary. The teaching evaluation mainly refers to class evaluation and paper evaluation. The second part discusses the English courses'implementation which includes its achievement and existing problems during the implementation. The third part is the recommendation which includes the opening, the use of courses resources, teacher training, teaching strategies as well as the evaluation.
