Inclusive Education(IE), a world notion of education that came into being in 1990s, means"a constant process of educating that rejects discrimination and covers any student, encourages active participation and collective efforts, and aims to cater to different needs of students. As an increasing number of people in the world are seeking equality and democracy in education, this notion has been universally acknowledged and accepted and, in some countries, put into practice. IE, undoubtedly, is the goal that education in the 21st century seeks to achieve.In China, however, IE has been accepted as a notion, but not yet practiced either during the entire process of education or the constructing of IE Schools. To realize the notion in the real sense of the word, China still has a long way to go. Pre-school education, the basis of elementary education, is fundamental to the cultivating of talents and enhancing qualities of Chinese nation. IE, therefore, should start with pre-school education; and the success or failure is decided by the qualities of pre-school teachers. By a study of the status quo of the pre-school teachers in China, a nation with its own characteristics, and learning from the experiences of advanced countries, this paper, guided by the idea of IE, carries out a research into the cultivating of qualities of pre-school teachers with an attempt to lay a theoretical foundation for the future application of IE for infants and to offer some reference material for the establishment of training plan under the Pre-school Education Programme at college. The body of this research consists of the following three parts:The first is the Notion of IE, which introduces to the background, the meaning and the basic ideas of IE.The second is the Basic Qualities Required of Pre-school Teachers. It begins with the implication of"qualities of teachers"and moves on to the new requirements made by the notion of IE, which includes"having an IE point of view towards children","holding a democratic view of education","equipped with professional knowledge and skills demanded by general education and specialized education"and so on.The third is the educational suggestions on the cultivating of teachers'qualities, which include establishing a progressive and hierarchical educating mechanism, setting up IE-guided curriculum, diversifying on-the–job training efforts, and practicing an accreditation system etc.The Inclusive Education is not only an ideal for the general education in China, but also a goal of the whole world. Despite that the road ahead is bumpy our persistent effort for the ideal will surely bring us a bright future!...
