The Study On Applying The ISO9000 Standard To The Quality Management Of Modern Distant Higher Education

At present there are many problems in quality management during the course of distant higher education's rapid progress. It lacks not only perfect standard of quanlity management but also advanced ideas. Macroscopical and internal quality management drop behind relatively. The supports of education service are not enough. The connotation of education quality which is affected by modern managing idea is evolving continuously,while the study of the standard on quantity management obviously lagged. The existent standard for estimation has many limitations. The theoretical basis is not complete. The estimation system and method are single. The estimation system has no whole design, the outer drive of estimation is stronger than that inner one, and supervision system is not perfect. These existing problems put great impacts on quality and management's efficiency in distant higher education. The ISO9000 standard prevailing among the enterprises' quality management, which contains advanced management ideas and system's operability, provides better solution for these problems.The ISO9000 standard is an extract from the managing experience of many countries in the world. The standard which integrates the thoughts of modern management such as information system and cybernetics can give direction to the innovation and practice of distant higher education's quality management. Theoretically, it helps converse the traditional education and service ideas. The new idea pinpoints the service for the client, the mew idea put emphasis on process management and lasting improvement, making decision scientifically and standardization of quality management, constructing multi-system forestimation and so on. Practically, the application of ISO9000 standard helps promote the internationalization and standardization of the quality management in distant education. At the same time, it can enhance the staff's consciousness on service and quality so that the customers' legal rights can be protected. Therefore applying the thoughts and methods to distant education's quality management can not only solve the existing problems, but also build uniform education quality management and insurance system to improve the education quality.Owing to its characteristics, the ISO9000 standard is applicable to enterprises. Distant education is an activity to cultivate people in nature. So there must be some problems and obstacles during the application. In addition to the limitation of the standard, the enterprises and the educational organizations are different in some aspects. All of these result in these problems. During the application, measures should be taken to improve management. According to the rule and practice of distant education's development, the definite range of application and the external situation should be regulated. It is better to combine the factors of the ISO9000 standard with the estimation standard of distant education and establish the guidance of management like that of ISO9000. The ultimate goal is to boost the efficiency and distant education's quality.
