In recent 30 years, the development of technical and further education in Australia has achieved marked progress. More than 1 million students enroll in 250 TAFE colleges every year, and the amount of TAFE students account for 70% of total vocational education students in Australia. The achievements of Australian TAFE attract extensive attention from international society, which is recognized as one of the most successful vocational education models in the world. The success of TAFE benefits from positive support and effective management of Australian government as well as its mature marketing operation.Higher vocational education in China started relatively late but developing quickly. Since 1980s, in order to meet the demand for professional, applied and technical talents, experiencing the pilot phase of 1980s, adjustment phase from 1980s to 1990s and rapid development phase from 1990s to now, higher vocational education in China has achieved leaping development, but from the development status, China higher vocational education face with some urgent problems, such as that the school-running characteristics isn't distinct, financial input isn't sufficient, the lack of social identification, the low quality of teaching staff, particular the fundamental problems of insufficient guidance of government and its low marketing degree, which seriously restrict further development of higher vocational education.The reform and development experiences of TAFE, particular the function of governmental element and market element in the development of TAFE have important referring value and meaning for the construction of exterior environment in the reform and development of higher vocational education in China. Referring Australian TAFE experiences, China can adopt the following measures: transform governmental function, exert the guiding and monitoring role of government and endow school with more independent power; issue Higher Vocational Education Law as soon as possible, construct and optimize legal system for higher vocational education; accelerate to optimize and regulate the vocational education input mechanism of government as the main investment subject and raising money by various approaches, and build and optimize vocational education funding policy and cost contribution mechanism adapt to the development of market economy; optimize professional qualification certificate system, and solve the problem of"certificates from various sectors"on national level to achieve the linkage of specialty and curriculum setup with national professional qualification system; construct the system that industry and enterprise actively participate in vocational education to exert the dominant role of industrial association in specialty development, curriculum setup and evaluation of talent cultivation quality of higher vocational education.
