In the debate over the Chinese Education at the end of 20th century, the criticism on the Chinese education in junior and senior high school has involved in quite a lot of issues which existed in the education mentality and education system. Under such a social language environment, it becomes critical and impending to study the issues of how students learn their mother language. This paper puts middle school language education under the mother language situation, and reviews its history and reality, current condition and issues, analyzes the mutual promotion and transferring issues of linguistics and middle school language education, sorts out and analyzes the actually non-existing "Middle School Language Education System", and the different visions about constructing such a system, in order to lay its foundations and to accumulate resources for constructing a scientific and reasonable middle school language teaching system. On the basis of review and criticism, and under the prerequisite of acknowledging that Chinese as a language subject will be separated with Chinese Literature, taking reference of the accomplishments of different branches of modern linguistics, integrating with the mission and situation of middle school Chinese education, the idea of constructing a Middle School Chinese Education System is put forward. The keynote of this system is the Pragmatics, and the target is to improve the attainment of student in language, the core is based on language applying, in other word, the communication. The basic content is consisted of knowledge system, capability system and methodology system. The intention to set up this system lies in two points. In one hand the middle school language education could be an independent course, which could help students improve their language accomplishment; On the other hand, the language teaching could be retraced to the core position of Chinese education, which could realize the reposition of language teaching. Here we convey some idea on Chinese education, which is really the key argument of this paper. In addition, the paper is written on the principle of language situation in Pragmatics, which is its invention.
