Higher educational school is not only a base that cultivates and conveys talented people;also it is a premise of congregating and utilizing those talented.The quantity, quality as well as construction of higher educational school's faculties have great influence on the development and prospect and,even more,the competitiveness of our country.However,the fact is we are far behind the developed countries whether on teacher's quality,faculty structure and the management efficiency and the conditions we have today cannot meet this country's demands.The reason of this situation happening is that we are lacking systematic and thorough researches on human resources management which can be improved and practiced enormously based on this theory. Thus,it is necessary to put emphasis on the theoretical research as well as the practice of such theory.By doing so,we can instruct the construction of school's faculties,facilitate the healthy development of higher educational school and set up a foundation for national sustainable development.This essay is logically constructed by theory research-empirical analysis-stratagem discussion.Beginning with analyzing the characteristics of higher school's human resource and management,to explicitly illuminate that emphasis of human resources management in high school faculties is the requirement of knowledge-based society and higher school's development.Then thoroughly surveys the problems laying in the development of faculties.The problems which are the teachers' number is low;the quality of teachers is not satisfied,the structure of faculties is not optimized,the encouragement system is incomplete.As the knowledge-based economy era coming,the human resource is being a core element practiced in enterprises.Being only a mobile and living resource,the human resource concept is accepted as a common ground in the process of making fortune world-wide.In order to fulfill the right of human capital,and fully utilize its initiative and creativity to optimize the value of a nation,an enterprise and an individual,it is a must to evaluate human resources.The result of this evaluation can be referred to national macro-regulation and controls,and giving the enterprise informational support about utilizing the human resources and supply a consultation to the human capital involved-residual distribution.Therefore,the demand of such measurement is urgent. To construct a set of scientific and complete system of human resource measurement is being imperative.Besides that,this essay also analyses and deeply discusses the theory of human resource value estimation according to its characteristics.Also this essay points out the factors affecting this measurement and its principle as well as the problems with using it.At last,this article explicitly expounds the fuzz synthesis appraisal theory and sets up a higher education school's human resource measurement system based on this theory,evaluates the value of a higher education school's human resources,and gives a proper suggestion to the feasibility of this theory,then offers quantifiable references to the higher education school's human resource management.
