The human resources are the strategic resources of the modern society, which are also the key factor of economic---social development. Since the human society got into the 21st century, knowledge and talents have played a crucial effect in social prosperity and national power with the development of knowledge economy and the international competition constant growing. As the base of cultivation of higher vocational applied talents and turning science technology into productive force, higher vocational colleges have numerous outstanding specialized personnel and scientific findings. If we want to give full play to its social function better, we should pay attention to manpower resources management, and activate the treasure of abundant human resources in higher vocational colleges fundamentally. The global economy has changed the practice and management philosophy of each field. The traditional management mode faces great challenges. Nowadays, higher vocational colleges are exerting their efforts to advance the reform of education and management, and they have already stepped into the most important and most difficult stage of manpower resources management. The reform involves the final carriers of the intelligence resources of higher vocational colleges directly--Higher vocational teacher, so how to construct the mechanism of human resources management and stimulate the teachers'enthusiasm, creativity and enormous latent energy to the maximum extent has become the key of the whole professorship educational reform.Through the survey of research background and current situation of higher vocational teacher's human resources, we think the bottleneck of human resources management at present lies in the management theoretical foundation in many kinds of value standards that lack the characteristics of higher vocational teachers closely and reflect educational management, educational ethics and the strategic administration ways set up from this. Through summing up the characteristic of the higher vocational teacher human resources, the research aims at exploring and studying manpower resources management on the basis of teacher's career development and the strategy implementation of school. The thesis mainly content is as follows:Part 1, The research at first overviews domestic and international manpower resources management and analyzes the applicability of special undertaking of higher vocational teachers. Secondly, it reviews domestic higher vocational teacher's building of contingent and teacher's manpower resources management of universities and colleges, summarize the achievement and weak points at present, reveal the direct reason for the research.Part 2 , The research defines human resources and relevant concepts, and summaries the previous human resources of management theories, including modern manpower capital theory, people management theory, hypothesis theory of human nature and motivational theory, which lays the theoretical foundation for constructing the human resources management system.Part 3, The research has carried out an empirical investigation on the current situation of higher vocational teacher's human resources, group characters from psychological characteristic and professionalism through the analysis of census data and interview results. Meanwhile it has dissected the problem that exists in higher vocational teacher's manpower resources management at present, and it has offered the fact for higher vocational teacher's human resources management strategy.Part 4,The research puts forward the idea of manpower resources management on the basis of the investigation on the current situation higher vocational teacher human resources. The purpose of manpower resources management is to raise teacher's overall qualities and realize their manpower capital appreciation, and make the teacher's manpower capital give play to efficiency maximizing during the process of implementing education. The mainly content of higher vocational teacher's manpower resources management includes making the human resources development plan and solving various problems related to people which appear in the development of school, for example teachers'new recruits, teacher's training and development, performance assessment, salary management and welfare plan etc. Based on this, it puts forward basic principles of choosing people, educating people and choosing the right person nearly all for professorship colleges.Part 5, The thesis constructs the strategic management system of higher vocational teacher human resources from the angle of combining teacher's personal development goal with strategic development goal of the school. It comes up with the demand of central manpower planning by the strategy of school, the strategy of disclosing and recruiting combined together for talent training, and also the strategy of raising teacher's overall qualities based on teacher's career development management.
