Along with the expansion of China's higher education, popularization of higher education in the beginning of the process, the number of postgraduates in China increased significantly in 2006 with the number of 397,900. The size and number were only behind the United States, and China became a bona fide graduate education States. However, with the size and number increasing, we should realize that China's colleges and universities, compared with foreign postgraduate education, especially with those historied world-class universities, still have considerable gap in quality. Even worse, some experts and scholars believe that the level and quality of graduate education cultivation is declining.The purpose of this essay is to find a solution to solve the inconsistence between the "quality" and "quantity".Through study on postgraduates education model of world-class universities and observations and suggestions of experts and scholars, we found that China's postgraduate education has some problems, such as the lack of clear educating objective, non-match between education condition and the trainees after the increase of students enrollment, and so on. Among all the problems, the lack of clear educating objective is the key cause. Therefore, this essay is to seek for a clear education objective and model, that is, postgraduate "double-track" model, to ensure the quality of postgraduate education through the establishment of this model.In this essay, I will try to answer below questions: (1) How to identify "double-track" education model? (2) What's the theoretical basis of "double-track"? (3) Why we should implement "double-track" model? (4) What is the aim of "double-track" model? (5) How to implement "double-track" model?.Focusing on these questions, this essay got some conclusions, such as "double-track" model based on the differences of students abilities and aspirations, and it divided these abilities and aspirations into research-oriented and application-oriented, and then make education align with the aim and standard of these two education kinds. It's certainty of "double-pronged" model being implemented in higher education. With the two functions of "study" and "training", higher education will benefits through clarifying these two functions to develop talent. At the mean time, it is also the trend that we implement this model in terms of the differences of students' abilities and their job-hunting situation. We provided detail explanation of the education objectives and standards of "double-track" model, with the key implementation factors: "double-track" in enrollment and selection, "double-track" in curriculum and coaching, and "double-track" in scientific research and academic essays.In this essay, six chapters are divided into four parts: the first part contains the origin of selecting this topic and international research and synthesis (Chapter I); The second part is related to the definition of the concept and the "double-track" model implementation of the inevitability ( Chapter II, Chapter III); the third part discusses two types of the model, and provides some suggestions on the implementation (Chapter IV, V); the last part Chapter VI discussed the evaluation system to the evaluation of "double-track" model..
