Fairness in society is one of the dreams people always purse. As an expression and extension of social fair doctrine, fairness in education is not only concerned in international education reform and movement but also is the foundation of a country's education policies. Fairness in education has become the basic value to judge modern education since being educated is one of the fundamental human rights in modern society. Meanwhile education is regarded as the most powerful method to realize social fairness. On the other hand, unfairness in education endangers both social fairness and stability. In recent years, many countries have been carrying on education reform to reduce unfairness in education. Fairness in higher education has attracted much attention since it is the symbol of a country's civilization. The limitation of higher education resources and the rare chances of college enrollment, especially the chances of entering famous universities, have directly leaded to the unfairness of college enrollment. Therefore, the fairness in college enrollment is one of the most important parts in higher education.In China, with the realization of popular education, many people have the chance to receive higher education and the higher education has entered into a new stage. The acquirement of education in higher level and equality makes the college entrance examination and enrollment in college being the hottest topic in the whole society every year. In correspondence, the fairness in college enrollment has aroused much attention in order to protect the equal rights of each participant.To some extent, the equal rights of participants are protected since the performance of national college entrance examination, but it is obviously unfair in college enrollment and object to the unity of law and policy when different districts employ different enrollment standards which will make great difference among participants in different districts though taking part in the same examination and lead to the unfairness in college enrollment. Moreover, the imperfection of education policies and the corruption in college enrollment endanger the fairness of the college enrollment which has broken the balance of the equal education and make great difference between those in rural and urban, developed area and backward area, rich and poor, having background and without social relationship. Actually, as many people concerned, the national college entrance examination is fair to each participant, but the unfairness exists in enrollment policy.Nowadays, the unfairness in college enrollment is actually existed to some degree and even seriously. It is caused by many factors; some is caused by the enrollment policy itself but some is caused by the abuse of the education policy. Yang dongping, deputy of National Education Science Department in Studying the Higher Education, pointed out that there are three choices faced by education policies. First, maintain social fairness actively ad make education resources liable to common participants. Second, at least not advocate unfairness on purpose. Third, the worst choice, produce difference and unfairness on purpose. Thus, the purpose of the thesis is to study and analyze fairness in college enrollment thoroughly and research the mechanism of fairness in college enrollment to provide the useful suggestions to the concerning department and help them to structure the fair mechanism in college enrollment. Meanwhile, promote the author's professional knowledge both in theory and practice.In the thesis, both literature study and comparison methods are adopted. Based on the actual research and examples in China, the unfairness of college enrollment is indicated, then the causes are analyzed, the policies and fairness in college enrollment in China and those in America and Japan are compared. At last, suggestions are given to promote the fairness in college enrollment in China.The thesis consists of three parts: introduction, body and conclusion. The body contains five parts: first, definitions of basic theoretical terms are clarified, for example, fairness, fairness in education, college enrollment, etc. Second, unfairness in college enrollment is pointed out after the rational learning of the situation and researching higher education. Third, the causes of unfairness are analyzed. Fourth, the American and Japanese college enrollment policies and fairness are studied. At last, some suggestions and methods are provided to solve unfairness existed in college enrollment in China.
