On the basis of the research of the corporation governance and modern school system, the research of the internal government structure of the middle and primary public schools becomes a new subject. The research of the internal government structure of the middle and primary public schools depends on the development of the research of the school administration and leadership system. Also, it is the need to improve the effective of internal administration, especially the school leadership. But because of some characteristics such as the status of basis, nonprofit, and subsidiary, which are different to the colleges and private schools, the internal government structure of the middle and primary public schools has not been emphasized. The middle and primary public schools inherit more than innovate.In order to adapting the need to improve the effective of the management and the development of schools, this thesis tries to discuss the construction of the internal government structure of the middle and primary public schools, on the basis of the characteristics of the internal government structure, the experiences in the internal administration of developed countries and examples in our country, the real situations of the internal government structure of the middle and primary public schools and the elements which the corporations shows. The thesis is divided into six parts.In introduction part, the mainly discussed subjects are the research background, and research aches.The first chapter shows the conception and the theory background. First, it discusses the changes from the school internal management to administration, and the meaning which the internal government structure to the school management, from the produce of internal government structure. On the basis of conceptions, it describes the content regarding with the school internal management in the education laws. They can give responds to the construct of school internal government structure.The second chapter introduces the development, current situations, problems and reasons of the internal government structure of the middle and primary public schools. First, it shows the changes of school internal administration system in our country, describing the advantages and disadvantages of several kinds of administration, such as the system of one headmaster, the committee system. Then, it introduces the current situations of the internal administration structure of the middle and primary public schools, including the headmaster -in-charge system, the system of teaching and administrative staff members' representative assembly, society participation in school management and so on. From them, we can know the operation and the problems which are surviving, find the point to work up, and give the target to construct the internal government structure.The third chapter probes into the current situation of the developed countries and several examples of our country. There are some characteristics on the administration structure of middle and primary schools in developed countries. On the basis of the usual characteristics of middle and primary schools, we can get some experiences from the research of these countries for the administration of our public middle and primary schools. Also, several examples in our country have the Chinese characteristics, the experiences of success and the value to promotion. So it is useful to research them carefully.The fourth chapter mainly introduces the construction of the internal government structure of the middle and primary public schools. The purpose of the introduction of the three chapters is to construct the internal government structure of the middle and primary public schools which has the popular meaning. This chapter describes the construction of the internal government structure of the middle and primary public schools, on the basis of the division, collaboration and constraints between the headmaster, the board management, the teaching and administrative staff members' representative assembly with some incentive systems.
