The higher education in China has experienced long-span, grand developmentIn recent years, especially the public university as the education elite ofChina,taking more responsibilities of cultivating high-tech talents, devolopingscience and technology, providing service for Social development. But there are lotsproblems which are posing serious impact on the future development of universityeducation behind the prosperous development,especially re-examining the presentsituation of Internal management structure from governance theory as a newview.So how to solve and construct an reasonable and efficient internal governancestructure of university without going against the principle of Presidentresponsibility system under the leadership of the party committee,has been a keyproject paid too much attention in the view of theoy and practice.The article chose the university internal management structure as the researchobject just under the background.By showing public university internal managementevolution process and the present situation about China, try to find the reasons ofinefficient internal governance structure, then find feasible and effective path ofmaking and perfecting our country public university governance structure, whilegetting the advanced experience from the international field of vision for Germany,the United States and France. Generally the problem of internal governance structureof public university are the imbalance between political power and administrativepower, the imbalance between administrative power and academic power, the lackof supervision right and basic power loss to departments. Reasons mailnly relate tothe loss of check-and-balance system and stimulation system, etc.Foreign revelationsinclude the division and connection between administrative and academic power,teaching and scientific research department’ status as the center of gravity,professors’improment status, stakeholders’wide participation, etc. The optimizationpath involve making political, administrative and academic’ power duty and positionclear, perfecting level3management system, straighten ing out the relationshipbetween various power, perfecting system construction, reconstructing the relationbetween government and universities, and attaching importance to the cultural effect.Through the above writing thinking show, this paper hopes to give attention tothe management of our country public university new perspective and deeper understanding.Then play a positive reference role to our country’s highereducation reform and development.
