Due to the great impact of high-concentrated political and economic system and the special ideology, a single administration-control power structure emerged in public middle schools since the foundation of the People' s Republic of China, with three features: a single power subject, district hierarchy and high-concentrated power level. It is necessary to restructure such power structure for the reason that it made heated power conflicts in public middle schools, as well as acting against the nature of teaching, bringing about inactive influences on the creation of body structure in schools and not coordinating with socialist market-oriented economic system.School power, as an important resource in public middle schools, has district differences between principle power in power subject, the range of power, the essence of power and the basis of power, which includes three kinds of power: administration power, profession power (authority) and interest-related power, the three not only opposing but integrating one another.It is very important to review the changes of power structure in organizations including schools with an international angel. Historically, power structure has been experiencing great transformation, that is, power has shifting from the toplevel to the substratum gradually. As a result, body structure is becoming more flat, which was summarized by Doctor Peter ?Senge in his great book .the fifth exercise, and school-based management is another evidence.Reconstructing power structure in public middle schools is a complex systematic project, which should be guided by normative principles consists of unifying power and obligation together, efficiency, coordination , condition and profit-related, whole subjects including the principle, teachers, students, and forceful guarantees involving institutions and laws.Forming multivariant coordinated power structure is the target in public middle schools which still leaves a long way to go.
