In the situation of constructing harmonious society, safeguarding the preschool education fair and promoting the balanced development of the preschool education have become the basic thoughts and policy of the reform and development of the preschool education. And the equitable disposition of the educational resources for the preschool education is the ensuring and prerequisite of the balanced development of the preschool education. So, under this managing system charged by the local government and administered in grades, disposing the educational resources rationally and promoting the fair and balanced development of the preschool education have been the big problem to the governments of all levels, especially to the county government.This article takes the case of the equitable disposition of the educational resources for the preschool education in A County ,Zhejiang province.From the analysis of the current situation of the disposing of educational resources for the preschool education in A county, it has discussed the existing problems and affecting factors of the resources disposing for the preschool education of county range. It has been discovered in this article that there are differences of the educational resources disposing for the preschool education both between town and county and between the preschools. Among them,the economic condition is the immediate cause of it. And the political system is the basic cause of it. So reforming the policy of resources disposing is the most effective measure to solve the current problems.From the theory of fair education and resources disposing and the educational products for the preschool education and using the successful experience both in home and abroad for reference, it has discussed the basic theory and practical strategy of the resources disposing for the preschool education. It is thought in this article that the equitable disposing for the educational resources for the preschool education of the county range is the precondition to have the further development for preschool education. So we should take the consideration not only about the current development, the direction and the need of the local economy, social suroundings and population, but also about the current development and direction of the local preschool education itself. We should make an equitable program and do what we are capable of. We should make an extra compensation and take special care for the children, the local governments and kindergartens in poor conditions and try our best to realize the balanced development of the preschool education.
