The Chinese government has always attached great importance to the development of pre-school education, such as increasing the financial input to pre-school education and providing policy support, to set up a batch of universality kindergarten, preschool education quantity and quality improved a lot. But along with the development of the times, the demands of the preschool education has been from "quantity" to "quality", from going to a kindergarten to wanting the high quality kindergarten, and high quality kindergarten’s biggest advantage is having more high quality teacher resources. So, the phenomenon of "Public Garden is hard, Private kindergarten is precious" essentially reflects the shortage of high-quality preschool education teacher resources and the problem of uneven configuration.The formation and training of high-quality preschool education teacher resources needs the accumulation of time, and can’t expand its quantity massively in a short period of time. So, how to make full use and share reasonably of the existing high quality teacher resources, play the exemplary role of teachers, is the key to alleviate preschool teachers’ shortage, to realize the pre-school education of high quality teachers’ configuration.This study is on how to implement the preschool education of high quality teachers sharing problems in the county, combining the theory and practice of research methods, through analyzing of pre-school education quality status and existing problems of the teacher resources sharing in A county to explore how to build the mechanism of high quality preschool teacher resources sharing in county.First of all, this study focus on how to implement the pre-school education of high quality teachers sharing issue in the county, theoretically to comb and defining the relevant concepts, and integrally using of the knowledge of pedagogy, economics and sociology, based on education equity theory, human capital theory and public goods theory, demonstrate the product attribute preschool education of high quality teachers.Second, this study make county as shared space and the high quality teachers as the research object, using the research methods of questionnaire and interview to investigate the high quality teacher resource configuration and sharing in A county. This study through the analysis of survey data obtained in county quality problems that exist in the teacher resources configuration and share, based on the analysis of its causes. Study found that imperfect legal guarantee and policy support, economic benefits and social status is not reasonable, administrative and personnel management system is not flexible, and the defection of personal and family responsibility, are the most important factors.Finally, on the basis of theoretical analysis and empirical investigation, the problem of high-quality preschool teachers’ uneven configuration in county, build local high-quality preschool education teacher resources sharing mechanism. Specifically expressed as, in the aspect of theory, follow the principle of shared, such as static and dynamic binding, long-term and short-term binding, first near and then far, balance of interests, comprehensive and solid binding. In practice, strengthen the responsibility of the government’s regulation, play the coordinating functions of the market, strengthen the preschool’s management responsibility, construct perfect network system.
