Toward Pre-school Balance

With educational equity being fiercer, the balanced development of education which is the core of educational equity becomes the "hot spots" and "difficulties" in the process of the educational reform.Based on the balanced development of compulsory education, should we do something with the basis of the basic education-preschool education? After having referred to the related materials, learned the recent related statistical data of the preschool education, and interviewed the principles and teachers of some kindergartens, we found that it exists serious imbalance between the city and rural, especially the allocation of resources in childcare funds, teachers and teaching conditions, and also admission opportunity of the children.Firstly, strengthen the responsibility of the government, increase input of preschool education. We should regulate the system, support the development of the rural preschool education, increase the investment, set special fun of preschool education, and promote the healthy development of various kindergartens. Along with enhancing the public welfare and freeness of world preschool education, we can set up effective policies to support it, and do our best to ensure the objectivity and feasibility of the policies and the scientificity in process of carrying out them; establish the preschool development mechanism with the leading of government and widely social participation, mainly promote the development of rural preschool education.Secondly, accelerate the legislation of preschool education, perfect the legal protection. Definite clearly the position of preschool education in the national education system and the training strategy, clear the task of the preschool education institutions; ascertain innovation system, explicit about the patterns of kingdergartens, funds and funding sources, strictly abide by teachers' qualification and engagement, etc; clear the main body of management and enforcement; protect the right of preschool teachers by the arms of the law, including basic salary and welfare, teacher training, professional titles and the promotion rights, etc.Thirdly, improve the management mechanism, change management idea. Implement three-level management with province and city, county, and town, regulate the administration behaviors, and cancel the tendency of private leading kingdergartens and the prejudice about the privately-run instruments, it's worthy to learn about the model of intra-area jointly running kingdergartens, and practice and promote it selectly according to the actual of a certain area. The managers should promote law-based administration, be fair and impartial, and also open to the private-running kingdergartens.Fourthly, it is crucial to strengthen the conduction of the rural team of high-quality preschool teachers. Local university must shoulder the responsibility of cultivating excellent preschool teachers; the educational department should be strict to the "entrance", build the guarantee system, and provide all kinds of conditions to attract excellent teachers; as increasing the investment to preschool education, compensate to the disadvantaged groups; realizing the double-flow between city and rural, and sharing good teachers is benefit to optimize the allocation of resources for preschool education.
