With the devolution of power to education and the increasingly fierce competition in education, "plans" into the school. In China, the introduction of School Development Planning less than 20 years, in many places, School Development Planning is still in its early stage. On the existing research results, currently on the practice of School Development Planning study was divided into two categories. One is by the Government to initiate and provide guidance to schools to develop plans, through regional linkages, promote education reform in schools. This is a rely on government forces to promote the practice of school reform. The other is the school according to their own special circumstances, develop school development plans, through its own efforts to improve schools. However, the latter study is still in the exploratory stage. many schools' plans failed to meet the schools development . Although some schools have developed a plan, it will be difficult to put into practice. School Development Planning is of little effect on school development.This case study approach taken to a junior high school in Shanghai for the cases investigated by the school to develop and implement school development planning process, the analysis of schools develop and implement school development planning process encountered resistance, summed up the experience of reform, reveals School Development Planning for the development of the real impact of the school, Trying to answer how the school development plans .What kind of school development plans to promote school development.Paper aims to comb the research results and issues on School Development Planning, to explain the meaning of the development of schools, and to sum up the major problems on the practical level of the School Development Planning: 1. Ambiguous value orientation. 2. Nonstandard plans design. 3. Absent process of the implementation of the School Development Planning. The framework of this thesis is based on the existing three main issues.Through case studies, the authors found that the School Development Planning does not necessarily contribute to the development of schools. In order to achieve the goal of promoting the development, schools must develop plans in terms of the reality of school conditions and the special problems. Schools need to build a harmonious unity and dynamic School development planning system. School Development Planning needs to have "developmental" elements: that is, all the teachers really are involved in design and implementation; teachers change their education concepts and modes of operation through the implementation of plans; instruction research is the centre of all work of school. At last, the author proposes some suggestions on the problems during the implementation of plans.
