The framework of this thesis is based on the existing three main issues.Through case studies, the authors found that the School Development Planning does not necessarily contribute to the development of schools. In order to achieve the goal of promoting the development, schools must develop plans in terms of the reality of school conditions and the special problems. Schools need to build a harmonious unity and dynamic School development planning system. School Development Planning needs to have "developmental" elements: that is, all the teachers really are involved in design and implementation; teachers change their education concepts and modes of operation through the implementation of plans; instruction research is the centre of all work of school. At last, the author proposes some suggestions on the problems during the implementation of plans.
