| Teaching work is the center of the university. Teaching management work is insured the teaching work moving effectively. How to assure moving mechanism scientific, it is not only the question of the teaching manager, but also the study task to government.Along with the development of the higher education, the existing teaching management scheme can't adapt the requirement of the diathesis education demand. The decision of China center State Department about deepening innovation on education and driving diathesis education gave the diathesis education the new connotation and time character.It is the complicating and important aspect in the university management. Pushing the credit hour is an important act to bring into effect teaching management innovation for China universities. This paper bases oneself upon our country and from history to the real-life,combines the teaching management scheme of occident developed university, discusses the creation of the credit hour system. Turning around and looking at the credit system, this paper analyses the actuality of the Chinese universities teaching management, actualizes credit hour system advantages and shortages, seeks the questions of Chinese teaching management and gives the suggestion to the innovation of university management pattern. Through analyzing and comparing the modes of different nations, the paper brings the improvement on Chinese university's teaching management, establishes the credit hour system based on Web environment.In the recent, Chinese university is faced with the global internationalization tendency and the tremendous compete of information technology. Chinese universities take on the important task to bring up the high diathesis person with ability of the innovation and practice.
