China is in the crucial period of building a well-off society in an all-round way. Facing the challenges of globalization and China's entry into WTO, we need a great deal of highly skilled talents to enhance comprehensive national power and international competitiveness. Higher vocational education undertakes the mission of training highly skilled talents, but its practical teaching is still not perfect and its training students can not meet the needs of economic development. On the basis of analyzing domestic and overseas relevant material, this paper researches on practical teaching by adopting the methods of documentation and comparison, which will not only help to improve practical teaching and enhance the students'ability in practice, but also play a positive role in the perfection of higher vocational education theory.Firstly, the paper introduces the training objective and essence of higher vocational education, expatiates on the connotation and significance of practical teaching in detail, and expounds practical teaching's characters and forms too. Secondly, the paper summarizes the practical teaching of Germany, Canada and Australia, and analyses their advantages and disadvantages. Then it briefly expatiates on the current practical teaching situation of higher vocational education in China. Based on comparison and analysis, the paper presents the problems of Chinese present practical teaching. Thirdly, the paper describes the principles, elements and their interrelations of constructing practical teaching system, also introduces the process of practical teaching. Finally, the paper proposes countermeasures to perfect practical teaching system of higher vocational education from three aspects, the functions of government, the duties and obligation of enterprises, and the tasks of schools. The government should strengthen the construction of laws and regulations, and improve and perfect the enforcement and supervision of education law. Enterprises should provide financial support, accept students'practice, and provide part-time teachers. Besides, schools should formulate a integrated and feasible teaching plans, develop practice teaching materials vigorously,accelerate introducing and fostering "Double-Type" teachers, and strengthen the construction of practical training base and the management of practical teaching.
