Professional and technical personnel of Daqing city’s development not only needs alarge number of management type, research type, but also the need for a large number ofrich experience in production and work hard, good talent, skill level higher. At present, thetraining quality of talents with high skills shortage in Daqing city and high skill talentsshould be improved is to restrict the transformation of the economic structure of Daqingcity and main reasons for promoting industrial upgrading. To strengthen the cultivation ofhigh-skilled personnel will help in the development of occupation skill, ease employmentpressure and contradictions, and promote the harmonious development of economicsociety, strengthen quality control of high-skill talents cultivation in Daqing was studiedto solve the restriction factors, the development of Daqing Daqing vocational training, isof great significance to solve the employment.Firstly, based on the basis of training the talents with high skill research background,research significance, research content, research methods and the research status at homeand abroad on the talents with high skill, on the meaning, characteristics and cultivation ofhigh skilled talents were expounded the meaning, in the human resources managementtheory, quality control theory, public management theory. The review of the relatedtheories basis, significant effect illustrates the importance of high skilled talents and thedevelopment of Daqing city. Secondly, analysis of the actual situation of high-skilledtalents cultivation in Daqing, the existing problems and the causes of the problems, pointsout the quality problems of Daqing city skill personnel training: high skill talent structureis not reasonable, skilled personnel training does not adapt, and industrial structure of highskill talents practical ability is not strong, in-service technical workers skilled occupationtypes and levels of single enterprise promotion, difficulties, and further from the societyfor talents of high skills, lack of awareness of training highly skilled personnel supportand insufficient investment, lack of high skill talent incentive measures, not high skilltalents to meet the business needs four aspects analyzed the reason of high skill talentcultivation problems. Again, analysis of the domestic and international development of talents with high skills adopted measures, learn from the advanced experience at homeand abroad, starting from practical training talents of high skills in Daqing City, theircharacteristics and effect of comprehensive enterprise, school, the government in thedevelopment of talents with high skills in, in the full analysis of quality control of basicskills training, construction quality the control system of cultivation of talents with highskills in Daqing City, so as to further refine and improve high-skilled talents cultivation inDaqing. Finally, from four aspects of the Daqing city to strengthen the training of qualitycontrol measures of high skilled talents. One is to strengthen the construction ofoccupation schools and technical schools, two is the attention to corporate culture of highskill talent, the three is to improve the evaluation mechanism of high skilled talents, fouris to improve the high skill talent guarantee and incentive measures.
