Education is a great and invisible hand of promoting society's development. Many countries from the Middle Ages to modern times in the world have known: "Education is the guarantee of talented people. Talented people are the foundation of a modern society. A country can develop on it's education. To first develop education can promote the transformation of society and the modern way. Education is a foundation of improving national quality.Elementary & Secondary Education is a focal point of education. Elementary & Secondary Education, as a project of laying a foundation of improving national quality and bringing up talents, is attracting more and more attention all over the world. After World War II, American Elementary & Secondary Education reforms have undergone three drastic tides of reform, and thus promoted the world reform of xxx Elementary & Secondary Education.At the turn of the century, under the push of the world trends, holding the flag of advancing quality-oriented education in Elementary & Secondary Education, our country has raised a new Elementary & Secondary Education reform, too. The topic of how to advance the harmony of the new Elementary & Secondary Education reform of our country presents itself distinctly and urgently to educators and the whole society. As a Chinese saying goes, "Stones from other hills may prove more valuable than jade herein."A study of the development of foreign Elementary & Secondary Education Reforms can offer a good reference for our country's present Elementary & Secondary Education reform. That's why I choose this typical case of American Elementary & Secondary Education reforms as my research object.The American Elementary & Secondary Education Reforms have undergone three drastic tides of reform. This thesis investigates three reforms in America from the point of view of it's historical background,theoretical foundation,measures of reform, summarizes its experience and lessons, points out the future development trend of its Elementary & Secondary Education reform, hoping to offer helpful insight to promotion of a harmonious development of the new Elementary & Secondary Education in our country.
