With the swift development of marketability and urbanization, the urban people and the entire social structure all have sudden change. The community becomes the center of the social life, and men of urban community enter the vision of community construction. As the principal part of community construction and community development, men of community face with the dilemma of development. Therefore, under the constitutive vicissitude background, exploration that how to understand men of community , and how to promote the construction of men of community by the platform of community construction, becomes urgent and has the realistic significance.Men of urban community in our country are the outcome of social entire change, the rationality of its existence and development complies with the request of community development and the human development. The construction of men of community is beginning along with the advancement of community construction. But there is a huge gap between the existence and the goal of the construction of men of community at present, the problems such as:(1)democracy construction of men of community is backward;(2)the community sense of men of community is weak;(3)the humanities spirit of community is lost;(4)the sustainable development of community environment does not form;(5)the development of community service cannot meet the need of community man;(6)community supporting capabilities are insufficient;(7) the social capital storage quantity of men of community is insufficient .The inner reasons are :(1)there is a weak benefit tie between men of community and community;(2)men of community lack of the sense to belonging to community;(3)lack of citizen spirit .The external reasons are:(1)modern society's tensely function;(2)the system supplies are insufficient;(3)system of units was carrying over the problem;(4)government's guidance to the construction of men of community is lack .Therefore, we should consider the construction of community man in the strategy of community development. We also should better related laws and systems, cultivate community humanities spirit, improve the accomplishment of men of urban community, design index system of the construction of men of urban community.The first part of this article explains the starting point, the reason to choose the subject and the research methods. With a general review of some related research in the second part, it mainly introduces research of men of urban community in the nowadays world, the aspects from community practices, the community psychology, the system of units, the citizen society, social capital theory and so on .The third part has conducted the research to rationality of men of urban community's existence and development, and clarified the main concepts in the article. The fourth part inspects the present situation, the question of construction of men of urban community, and then analyzes the reason .The fifth part points out the way to promote the construction of men of urban community. The author thinks that, men of urban community are the main body of the community construction, also are the symbol of the community development. Therefore the idea of men of community should be set up in our country community construction, and we should integrate the construction of men of urban community to the strategy of community development.
