The new curriculum takes raising student's scientific inquiry capacity as the important educational goal. However, it's still an unsolved difficult problem about how to evaluate the development of student's scientific inquiry capacity. Obviously, it's inappropriate if we match the traditional evaluate method with the new education idea. So it is necessary to construct a new evaluation pattern, and the primary task is to construct a new evaluation criteria system.The educators increasingly aware that more multivariate and progressive evaluation should be make in the context of the new curriculum. But there are still significant limitations in the evaluation of the study: the foundation of establishing the evaluation system, the evaluation objectives in the evaluation system and the evaluation criteria; how can we prove the evaluation criteria established objective, scientific and reasonable. If we can't solve these problems, the evaluation criteria must be subjective, speculate and even vague. An inaccurate scale can not measure the length of the true objects. The scientific rationality of the evaluation criteria directly related to the accuracy of the measurement results of students'scientific inquiry capacity. To establish reasonable and operational evaluation criteria, is the right extremely important step of our education reform.In this paper, the author analyzes the evaluation criteria abroad of students'scientific inquiry capacity and sums up their experience and problem. Refine the eight elements of scientific inquiry capacity and express them as 32 explicit goal based on it. Develop a evaluation criteria of students'scientific inquiry capacity which is suitable for Chinese students. The author collects relevant data through questionnaires from high school students and uses the new technology named structural equation model to develop new standards for the evaluation model fitting. The rationality of the criteria has been confirmed at last. The researcher puts forward evaluation strategies for eight elements respectively according to the data at the end of the paper, with a view to provide some operable recommendations for the evaluation.The main innovations in this paper summarized as follows:1. The author formulates a detailed evaluate criteria for the evaluation of students'scientific inquiry capacity and prove its scientific rationality.2. Weight each explicit acts that in the corresponding elements so that the evaluation of more structured;3. According to measurements, we put forward some highly workable strategy to evaluation of the students'scientific inquiry ability. 4. Recommend the very forefront of the current research methods - SEM into subjects of education, and try to make education more scientific.
