The core of new reform of basic education is to promote students'scientific literacy to develop actively and all-round. Activity means that teachers should change students'study method from negatives to positives so that students can study positively and actively. All-round means teacher should make"knowledge and technique, process and method, attitude and value"combine together. This paper will use the property of carbon dioxide as the study aim, use action research of Claim as the method, using the educational thought of"Learning by Doing"as the theory to discuss how to change students'study method and how to carry out the three-dimensional aim of scientific literacy.There will be three times of action research in this paper. The first time is traditional teaching. During the class, students will spend a lot of time watching experiment and listening to the teacher. In the second action research, the teacher will let students do experiments instead of teacher. But in the experiment, students will face a lot of difficulties because of their limited knowledge. In the third action study, students will do experiment by the guide of teacher so that they can get important knowledge by themselves from the scientific inquiry.
