With the develepment of equality, impartiality and harmonious ideology infiltrate into the field of education in recent years, the balanced develepment of elementary and senior education is becoming the theme in the world. In the pursue of the balanced develepment of elementary and senior education, we realised the balanced collocation of persons qualified to teacher is the very important precondition.In the west countries, the balanced develepment of elementary and senior education have been mentioned, most country have taken characteristic measures to insure its healthy develepment. After the World Warâ…¡, government take the strategy"teacher flow at regular interval"In Japan. In 1980's, America and France take the precedence strategy for inferior positions.Nowaday, This is an objective reality that the development in the field of elementary and senior education is unblanced. There are great differences between regions and schools as well as between urban and rural areas. This directly results in the unblanced development and the unfair education. Based on the Learning from other countries and giving full consideration to the Current Situation of the collocation of persons qualified to teacher in China, the thesis brings forward some useful advices to the reform of propeling the collocation of persons qualified to teacher in China into the balanced state.
