Hundred years’policy based on education, while the education policy based on teachers. So did the PE teachers to the schools sports. Recalling the history of PE teachers’education, PE teachers’ professional development could not be self-evident absolutely. Aiming to advance with the times, the construction of professional standards for PE teachers is the inevitable choice to realize PE teachers’ being irreplaceable and exceeding the "natural growth" development mode. Even though PE teacher professional standards and "standard based" education have been criticized, their unshakable mainstream situation fully proved that the core directive function of professional standards in the professional development. Most developed countries already have their own PE teachers’professional standards and the "standards based" PE teachers education has been fully developed. By contrast, Chinese teachers’specialization is lower, theoretical studies on PE teacher’s professionalization has gone far beyond the development of its practice. Furthermore, the national teachers’qualifications system has restricted the professional development of teachers gradually, the teacher qualification system need to be reformed exigently. The establishment of professional standards for PE teachers is the way of their professional development. Most of the existent achievement focus on the significance and the status of introduction of PE teachers’professional development, while the specific measures of PE teachers’professional development and the construction of professional standards for PE teachers as well as the relationship between education and professional development for PE teachers are still weak relatively.This study, utilizing methods of literature review, comparative, questionnaires, expert interviews and investigation, logical analysis and mathematical statistics, combining with the pedagogy, sociology, sports science discipline knowledge etc., analyzed the basic theoretical of middle school PE teachers qualified professional standards. As a result, the qualified professional standards for middle school PE teachers were preliminary constructed. The main results and conclusions are as follows:1. Along with the emergence of school sports comes the PE teacher career. Comparing with the other subjects’professional development, especially the law and the medical profession, and PE teachers with higher levels of professional development in other countries, the degree of PE teachers’ specialization is low in our country, so do the PE teachers’social status and disciplinary status. However, the PE teachers’professional development can promote them irreplaceable, which also improve the PE teachers’occupational prestige and social status. The establishment of PE teachers’ professional standards is a prerequisite for their specialization. 2. System of professional standards for teachers has been positive in most developed countries; the early implementation of the standards in some foreign countries, their development of professional standards for PE teachers has also achieved much significant benefits. The value of PE teachers’ professional standards to PE teacher education has been widely recognized. But the PE teachers’ professional standards still does not exist in China, few studies on this has been done either. PE teacher education also lacks related standards basis, so its developing work is getting more and more necessary. The existing studies on knowledge and ability of PE teachers’have important reference value to the development of professional standards. Different professional standards for PE teachers correspond to different regions and different stages of PE teachers’education content. PE teachers’ professional standards should be a system of standards, which including novice, competent, experienced and experts in different stages. Multi-dimensional school standards system would be established in the future, and the development of professional standards for PE teachers should be started at the beginning of qualified PE teachers’professional standards.3. The preliminary construction of qualified professional standards for PE teachers would base on the theoretical analysis and empirical research. On the analysis of the PE teachers’professional characteristics and concept, by expert interviews and questionnaires survey, the qualified professional standards for middle school PE teachers were preliminary constructed. This dissertation also put forward that:from a sociological perspective, compared with non-contiguous sectors, PE teacher’s professional characteristics finds a best proof in the educational and pedagogic feature; From the educational perspective, compared with contiguous sectors, the PE teachers’professional characteristics find expression in particularity of disciplines; and compared with similar industries (such as coaches), PE have the particularity of its teaching. "Pedagogic feature" is the basis of PE teachers’professional, "subjects professional" is the core of PE teachers’professional, "sociality" is the profession value of PE teachers. The development of professional standards for PE teachers must be based on professional analysis, a thorough understanding of PE teacher professional is necessary for grasping the context of professional development of PE teachers to develop practical professional standards, which will contribute to the professional development of PE teachers. Concept towards PE teachers consist of "teacher’s professional ethics", "concept towards students", "view of professional duty", "professional quality concept", "view of PE", "professional development" and other aspects of expectations to PE teachers, which the construction of professional standards for PE teachers should follow closely. Professional standards for qualified PE teachers focus on four dimensions, that is: "professional teaching strategy", "professional basic attributes", "professional knowledge", "professional coordination", which contains 25 items of two-level index. This results are in consonance with the international professional standards for PE teachers, mainly covered the necessary elements of professional standards for qualified PE teachers.4. The construction of PE teachers’professional standards aims to improve the level of PE teachers’professional development, improve the overall quality of PE teachers, and ultimately promote the development of the entire education system. PE teacher education is an important means of professional development; professional standards for PE teachers provide guidance direction for PE teacher education. The facts that foreign PE teachers’professional standards and PE teacher education developed interactively, that provide us reference to cognize the problems and measures of PE teacher education in our country. The problems are:the simplification and homogeneity of PE teachers’ educational objectives; the students’misunderstanding of motor skill’s knowledge and practice; the lack of practical ability of PE major students. The problems in in-service education for PE teachers are:the emphasis on PE teachers education is not enough, the lack of supervision; the lack of clear educational objectives; the excessive intervention of administration, the PE teachers education was misguided step by step. At last, the future development were also be prospected on PE teacher education, that is:"standards-based" P.E. teachers education not only can change the situation of low specialization of pre-service PE teacher education, but also can make post-service P.E. teachers’ professional development transforming from the target of unknown nature, disordered situation to the state which target clearly and steps orderly.
