The above question reflected the deep-seated problems is the institutional barrier existed in the large-scale facility, the original planned economy system is also affecting our country large-scale facility development, the institutional barrier question already was the chief obstacle which restricts our country productive forces development, caused the country to take seriously. The party's 10th Five-Year Plan and the 11th five-year plan referred to the removal of institutional barrier, "must break through the development the bottleneck restriction and the institutional barrier, starts new situation which the socialist economy construction, the political construction, the cultural reconstruction, the society construct".
