In March, 2005, on the basis of its experiments, Chinese modern distance education project of primary and secondary schools in rural area has been in full operation in order to reduce the huge differences of education and promote the sharing of outstanding education resources between urban and rural areas as well as improving education quality and efficiency in rural area. In recent years, with the gradual implementation of hardware facilities, the teacher's professional abilities especially the ability of education technology is in serious shortage which has become the bottleneck of the sustainable development and educational efficiency during the development of distance education project in rural areas. Consequently, greater efforts must be exerted to train teachers who work in those schools, besides, deep analysis and research should be intensified to this training so as to cultivate more and more teachers who can make good use of distance education project.According to the spirit of curriculum reform of Chinese basic education and modern educational theories, referring to some related training projects home and abroad, this paper studies the learners in the training program of distance education in rural areas in Hubei province and researches the current situations and demands in training education technology by questionnaire and individual interview, then designs and carries out this training program by analyzing carefully Curriculum Reform Schema of Basic Education (for Trial Implementation) and Criteria for educational technology ability of those teachers in primary and secondary schools(for Trial Implementation)This research consists of three parts:Firstly, it briefly elaborates the background, significance and theoretical basis of this research. Besides, it emphasizes on surveying and analyzing the current situations and demands of teachers in this training of distance education project in rural areas of Hubei province in 2007. According to the requirements and practical situations of this project, the questionnaire is designed covering three aspects: the initial ability of teachers in training, the practical situation of schools and training requirements. Furthermore, the teachers all take part in this on-line survey for statistic analysis at last. Base on this survey, this paper does demand analysis for the teacher training of the distance education project in rural areasSecondly, it is how to design teacher training plan of the distance education project in rural areas. Teacher training is a systematic project which needs meticulous analysis. To be pertinent, I give specific analysis on the requirements of teacher training of the distance education project from three aspects of organization, task and personnel, which are the prerequisite of investigation on several aspects: designing training plan, confirming training objects, choosing training content and organization form, selecting training specialists, establishing training environment, etc.Thirdly, as for the organization and implementation of training project, this paper gives further elaboration and analysis through a specific teaching plan considering following aspects: instructional design, teaching method and practical teaching procedures, organization and management of teacher training as well as its assessment, efficiency and sustainable development.
