The project of modem distance education of middle and primary schools in rural areas is a great benefit to the people, which realizes the sharing of excellent educational resources between urban and rural, and promotes the development of the elementary education infomalization, and enhances the quality and efficiency of education in countryside. The project has accomplished the construction of hardware settings in all middle and primary schools in countryside by the end of 2007, simultaneously, it has convert to the general application. At the same time, the construction of hardware settings in HeNan province has accomplished and has converted to the comprehensive application, too. The core of the project is the application of hardware settings and software resources, therefore, under the guidance of modern distance education theory and integration theory, this dissertation introduces teaching application patterns of three patterns of hardware configurations. And then, it investigates and analyzes the status quo of the project in HeNan province deeply and systematically, summarizes the pre-experience, and finds out problems, and excavates reasons. At last, the dissertation puts forward development tactics. The research will promote the development of the elementary education infomalization in rural areas, reach the goal of the project, and push the research of resources, media, learning support services, decision-making, development strategies in distance education, Etc. And then it will enrich the theory of distance education and predominate the direction of distance education.This research adopts the literature investigation, questionnaire investigation, interview investigation and On-the-spot investigation. The writer seeks documents about research status of the project, administrative departments, and the speech of the leader at the meeting by literature. The writer masters the information about interviewees, the development of teaching mode, receiving and opening of resources, equipment management, schools' assessment, the attitude of teachers, the factor of application, the application of resources, the level of information technology of teachers, and teacher training by questionnaire. The writer receives the information about effect of application, requirement of resources, integration of resources, attitude of teacher, assessment, the development of teaching mode, training, the management and maintenance of hardware by interview. The writer obtains first-hand information of observation by on-the-spot investigation.This article is consists of six parts:The first part is an introduction which introduces the purpose, meaning, methods, current situations of the research and the conception.The second part puts forward the rationale of this study, that is, the theory of modern distance education and integration theory, which from macro and micro perspective to provide guidance for the project.The third part introduces the three patterns of hardware configurations in the project and its application patterns in class, in order to construct more perfect teaching modes.The forth part generally introduces the current application situation in HeNan Province, puts focus on problems in implementation, and deeply excavates reasons from expenditure, concept, training, operating mechanism. The research summarizes five issues, which is deficiency of understanding and enthusiasm, deficiency of resources, low level of information technology, imperfect mechanism and immature application model.The fifth part gives development tactics on how to solute the main problems, which is updating ideas, enhancing awareness, ensuring input and use of funds, strengthening construction and maintenance of hardware, reinforcing the development of resources, strengthening teacher training and establishing long-term mechanism in order to promote the successful operation of modern distance education of middle and primary schools in rural areas.The sixth part is the summary of the research, in addition, it points out the shortage of the work.
