Private education is an important part of China's higher education.It plays an important supporting role in promoting the process of popularization of higher education in China and improving the overall quality of the nation.The construction of the "double-qualified" teaching faculty is an important guarantee for the connotative development of private vocational colleges and the quality of personnel training,and it is a breakthrough for a high-level private higher vocational college connotative construction.Therefore,that how to build a teaching faculty with good quality,reasonable structure,combined specialization and part-time teacher,distinctive characteristics and relatively stable has become a key factor to the implementation of vocational education quality,and it is an important condition for the sustainable development of private higher vocational colleges.The research on the construction of the "double-qualified" teaching faculty in private higher vocational colleges in Henan Province is mainly conducted by the teachers of four private higher vocational colleges in the province,the questionnaires and in-depth interviews are used for relevant analysis.The study finds that the construction of the "double-qualified" teaching faculty in private higher vocational colleges in Henan Province has achieved certain results,but there are also certain problems,such as the insufficient "double-qualified" teacher proportion,unreasonable structure,and lower quality of the "double-qualified" teaching faculty,and the poor stability.The main reasons of these problems are as follows,the social security policy related to private education is not in place;the "double-qualification" teacher qualification system is relatively lacking;the "double-qualified" teaching faculty management system is imperfect;"double-qualified" teacher faculty construction financial support system is not enough;the college-enterprise cooperation training "double-qualified" teacher exsits contradiction and etc.In order to solve the problems existing in the construction of the "double-qualified" teaching faculty in private higher vocational colleges,learning from the experience of domestic and foreign vocational colleges is an important way.The construction of "double-qualified" teaching faculty in Germany and Japan vocational colleges is mainly to strengthen the admission system,training system,and incentive system of vocational college teachers.The experience of Taiwan private technical colleges "double-qualified" teaching faculty construction is mainly about the government's funding support and the teachers' practical ability promotion policy support.Henan Mechanical and Electrical Vocational College also made some experience that is mainly about the "double-qualified" teaching certification standards,incentive system,and other five aspects.These have certain reference to the construction of the "double-qualified" teaching faculty in private higher vocational colleges.With the experience of building "double-qualified" teaching faculty at home and abroad,the construction of the "double-qualified" teaching faculty in private higher vocational colleges must break through the limitations of the conventional "double-qualified" teaching faculty construction experience.Under the new era,on the basis of formulating or solving the relevant policy issues of private education,the construction of "double-qualified" teaching faculty in private higher vocational colleges in Henan Province should be from multiple perspectives.Combining the theory of teacher professional development and the theory of stakeholders,the construction of the "double-qualified" teaching faculty in private higher vocational colleges includes the following aspects,improving and implementing the private education policy;establishing a unified "double-qualified" teacher recognition standards and mechanisms;creating an integrated "double-qualified" teacher school-enterprise cooperation training mode,constructing the perfect "double-qualified" teacher management institutional system,providing the financial support and etc.These are the key to solving the problems in the construction of the "double-qualified" teaching faculty in private higher vocational colleges in Henan Province.
