With the trend of economic globalization since 1990s, and the rapid development of science and technology, the international competence becomes increasingly fierce. Human resources, as the most active factor of productive forces, play a more and more decisive role in the competence of comprehensive national strength of a country. Institutions of higher learning are where knowledge, technology and human resources are concentrated, within which, teachers, as the principal part of teaching and research, are the motive force of the development of such institutions. The intercollegiate competence is, by nature, that of human resources, with the competition at higher level as its core. Human resources are the force of the core of technological innovation. Their quantity and quality determines the strength, grade and level of the institutions concerned. The actual development of the above-said institutions indicates that the level of a university depends on its discipline, and the latter is reflected by the quality of the teachers and staff of it. There will not be a first class university without the first class teachers and staff. Hence, the development of higher-level human resources has become the focus of the personnel affairs in the institutions of higher learning.The economy and culture in the western regions of China are relatively backward. There are common problems such as shortage of human resources of higher level, serious loss of such people, inadequacy in technological innovation, as well as unreasonable structure of disciplines, educational background and the sources of the human resources. All these problems restrict the development of the colleges and universities of the region, and the social and economic development, as well. The causes of such problems are many, but the principal one is the inadequacy of motivation. These colleges and universities are located in less favorable regions, and limited in environmental resources. Therefore, a very important subject is how to motivate the human resources of higher level effectively and actively, construct motivation mechanisms suitable for their own development, so as to improve the quality and the beneficial result, and to realize the accumulation and reasonable arrangement of the human resources.This paper, starting with the status quo of the human resources of higher level in the colleges and universities of the west region, through the analysis of the factors which hinder the motivation mechanisms, taking the practice of Northwest Normal University as the case study, with the emphasis on the nature and characteristics of the work under study, and in light of the western behavioral motivation theory, establishes a motivation model that is suitable for the west region and feasible, as well. In the model, the principles and suggestions on measures to be taken are presented. It attempts to provide a scientific and more reasonable motivation mechanism, which aims to help construct such an environment: the talented people are satisfied with the administration of the institutions and able to develop their talents to the full.
