In Chinese social transformation and economic development of the new normal background, features of knowledge economy is more prominent, and human resource is the main cause of economic development. For higher education, higher education is facing in the market conditions, how to build a high level of teachers, improve teachers become more and more important weight the competition between colleges. Colleges and universities competition towards the competition of human resources development, efforts to obtain and retain the human resources are the favorable conditions of colleges and universities in competition. An invincible position in the process of human resource management of colleges and universities, colleges and universities human resource management mechanism of traditional can not meet the current needs of economic and social development and want to survival and development in the knowledge economy and the market economy environment, the essential incentive mechanism of human resources of colleges and universities, shock Excitation mechanism is the vitality of institutions of higher learning, but also the core of the institutions of higher learning.This paper uses the literature research, theoretical analysis and other research methods, taking Langfang Teachers University human resources management and the incentive mechanism as an example, analysis of existing problems and causes of college human resource management and incentive process, design ways and measures to consummate the incentive mechanism of human resources in universities. Firstly, the domestic and foreign research on the human resources of the public sector management and incentive to sort out, followed by the analysis of existing universities human resources management and the incentive mechanism problem based on human capital theory and motivation theory, and analyzes the reasons of the incentive mechanism of human resource management of colleges and universities is not perfect the incentive management concept of the lack of humanistic concern spirit, lack of funding constraints, incentive management system loss of scientific management and teachers incentive lagging concept etc. Finally, based on the related theory and case research foundation, put forward to improve the ideas and ways of human resources of higher learning motivation, including the establishment of " responsibility, power, benefit" a combination of performance assessment and incentive mechanism, improve in order to promote the development of vocational training as the basis incentive mechanism, innovation management mechanism, enhance the overall level of the teachers, to establish the core culture incentive mechanism to humanistic care.
